Governance

​P&Cs in Queensland are governed by the Department of Education. Our P&C's governance is based on two key Department documents:

• Model P&C Constitution

• P&C Accounting Manual

Together, these set out the legislative requirements for state school P&Cs in Queensland. P&Cs Queensland has also published the P&C Guide, an easy-to-read summary of the essentials.

Berrinba East State School P&C Constitution

The Model Constitution is the official governing document for all state school P&Cs in Queensland, produced by the Department of Education. Every P&C must follow it.

In line with Department requirements, our P&C has adapted the Model Constitution into a personalised constitution for Berrinba East State School.

What can be personalised?  Very little — most of the Constitution is fixed by Department of Education regulation and cannot be changed. The only areas a P&C can set for itself are:

• Quorum numbers – the minimum number of members required to be present for each of the three meeting types (Annual General Meetings, General Meetings, and Special Meetings) to proceed

• Petty cash fund amount – the maximum amount the P&C holds as petty cash

Everything else in the Constitution — governance structure, office bearer roles, meeting procedures, financial controls, and legislative obligations — reflects state school regulation and is not open to local variation.

P&C Accounting Manual

This manual covers the financial operations of the P&C — how money should be managed, recorded, and reported. It's essential reading for treasurers, and recommended for all executive committee members.
 

Student Protection Risk Management Strategy

This strategy sets out the responsibilities of volunteers and P&C employees while working within the school. It's based on relevant policy and legislation and should not be altered.  It must be reviewed every year and endorsed at our P&C AGM.

P&C Guide

A practical resource to help our volunteer executive committee run the Association effectively. It covers:

• The roles of P&C members and officers

• The legal framework P&Cs operate within

• What activities a P&C can undertake

• Advice on record-keeping, running meetings, and good practice
